The Critical Issues Forum (CIF) is a unique program of project-based education designed to promote awareness of nonproliferation and international security issues and the development of critical thinking skills among high school students in the United States, Russia and other countries. Sponsored by the James Martin Center for Nonproliferation Studies (CNS) of the Monterey Institute of International Studies, CIF has attracted outstanding students from Russia and the United States who, working with their teachers, have developed and delivered research products in innovative formats that address contemporary nuclear proliferation issues. The program has also made important progress in reaching out to schools of diverse socio-economic, demographic, and geographic backgrounds.
