It's not the tiers that are against him but mainly the matchup. Tager could have been top tier but still have trouble against Carl.

It was all based on who gets pressure first and who can stop the other person from getting it. Tager can only prevent Carl from getting sandwich pressure by stop Carl's forward advance and also using anti-airs on IAD. The Carl player was probably hoping that Tager would block Nirvana's two punch move so that he can get in.
