Where was the RECUSAL Agreement [identifying that due to the CONFLICT OF INTEREST the Chairman of the Federal Reserve - who was head of a major Wall Street bank - would not adjudicate on the decisions of the FED that conflicted with his previous decisions at the Bank where he previously worked]?

DISCOVERY that there was NO RECUSAL - NO RECUSAL Agreement
