President Benigno S. Aquino III revealed preliminary measures being undertaken by the government to implement essential reforms needed to overhaul the country's correctional facilities, as detailed under the 10-year road map released by the Bureau of Correction, dubbed as "BuCor 2022".

In his message during the launching of the BuCor 2022 Road Map and Stakeholders' Fellowship held at the New Bilibid Prison Reservation in Muntinlupa City, President Aquino said that the BuCor 2022 roadmap aims to inspire "Hope" by rehabilitating inmates through programs that will help them to reconnect with the society after serving term in the penitentiary.

One of such programs the BuCor pushes for is employment for prisoners. President Aquino announced that inmates nearing the end of their penalty will be sent to military camps such as the Philippine Military Academy to be employed under maintenance workforce. According to the President, employing inmates in the workforce will not only help decongest cramped, overpopulated correctional facilities, but will also help prepare them for the challenges they will face once released in the society.

The roadmap also plans to remedy the burgeoning problem of overcrowding in New Bilid Prison (NBP). Report showed that NBP currently house 20,053 inmates, more than twice the maximum capacity of 9,000 originally intended for. President Aquino said they are now scouting for feasible relocation sites to decongest inmates in NBP. Construction of additional buildings in other correctional facilities in the country will also be prioritized.

Other reforms mentioned by the President includes; improved work and livelihood projects for inmates, systematic and modernized National Justice Information System, and enhanced trainings and regular reorientations of prison guards as detailed under the BuCor Modernization Bill.

During his visit, President Aquino inspected NBP's improved security equipment and facilities installed by BuCor. He was also given a song and dance number by inmates gathered in the prison grounds.

Joining the President were Justice Secretary Leila de Lima, BuCor Director Gaudencio Pangilinan, Defense Secretary Voltaire Gazmin, Agriculture Secretary Proceso Alacala, Presidential Communications Operations Secretary Sonny Coloma and senator Aquilino Pimentel III.
