Another thing I noticed, the FBI screens are short by 10 seconds.

systemoperator says his neighbor has a copy of "The Rescuers Down Under" with a vertical white label and it has the same 10 second FBI screens at the beginning.

The FBI screens on here are also the same as on "Fantasia" 1991 VHS.
