No "cheats" huh? Except using a third-party application designed to throttle your connection using an in-game hotkey. Other than not injecting a .dll, this is still a cheat. I hope Sony cracks down on this crap.

the only hotkey being used is the one I have set up to record my game (deleted my other reply and made this because youtube mobile doesn't reply properly I think)

I tried this in a battle against the opposing factions, went into the open and massively throttled everything, I managed to put out 15 sniper rounds and killed 9-10 people before someone could kill me. Latency can be a huge advantage in this game. Especially when people rubberband very quickly. Damn near impossible to shoot a rubberbanding player

meaining no special made hacking programs were used, but yes, its cheating. basicly he limits his internet connection and makes it really slow. there are a number of ways to do this, unplugging cables for a few seconds at a time or changing router settings, etc. so while the connection is slow enemies appear to standstill, also they wont see you running around. this lets the exploiter shoot them all easily and then when he makes the connection normal everything "catches up" and his enemies die.
