I didn't say it was coincidence. The parallel is obvious but without being overdone, hence the subtlety.
In the series, the Rover kept people from escaping, but the commercial shows a Renault outrunning a Rover.
In addition to being the name of the guardian of "The Village," the Rover name is also a brand of automobile in the UK, so featuring the Rover was also a subtle jab at one of Renault's competitors in the country the commercial was broadcast in.

It seems that the actor playing Number Two in this spot was trying to channel Leo McKern, the best-known of the "Numbers Two" in the original "Prisoner" series.
