@longziggy If neutral drain and spin both work, I must assume that the motor is running during thw wash cycle, and is rotating in the proper direction. I'd suspect the transmission... Or maybe the agitator dogs are broken, and only the top half of the agitator is not working.
My 1995 Kenmore 25972 spins at 630-650 RPM, and that is the top speed of these 1985-present machines. Only the newer 3.8 cu/ft machines with the stainless tub and REGULAR agitator spin at 1000 RPM. The Cabrio/Oasis?Bravos HE spins at 1050 RPM.
Looks like one of the suspension springs is shot too.
Are you sure you let it agitate enough before draining? These things have to agitate for a few minutes so "reset" the neutral thing in the transmission, otherwise it will slip into spin during the drain. Also the motor will be fine, the clutch will wear out sooner though:-(

Did you say the pause after agitate was too short? If so, check the timer. Otherwise, the neutral drain function is in the transmission.
Also, if you open the lid during neutral drain, and then close it again, it will start spinning.
I also believe Whirlpool did make transmissions without the neutral drain feature.

It's not putting extra strain on the motor, because the drain pump operates through both spins cycles.

to reset the neutral drain, alow the machine to agitate 18-20 strokes and reset to drain.

my gramoms washer had the same agitator and the washer was older and it did the spin drain too!!
