According to ecclesiastical law every 5 years the local bishops should report to the Pontiff (to the Congregation of Faith ) presenting the account of their standing in morals & faith. The violators usually were presented to the Court for hearing , after which the measures had been taken to correct the wrong(a heresy or crime) .
With Vatican II all Congregations of Vatican are idle : they are involved in political affairs and all kind of corruption , heresies, empty talk , etc.
Who is responsible for the Great Apostasy of the Vatican II?
-All who do not speak against it, or accept it willfully.
