I don't see how developing land above the parking lot = getting people off the high way and into trains. And what do you mean by developing land?
Also, I think your solution for those whose land has been taken is a good one (giving them a proportion of the profits), but it should be noted that some land owners don't want to give it up in the first place.
And what are proceeds of the development? Do you mean proceeds of profit?
Reasonably clear and concise...but your first interpretation is the red herring used by all govt entities wishing to expand their reasons for existence.
Proponents of this construction recognize no boundaries to govt activity, a tag line to this effect would have made your comments even clearer.
