Was this after Josh got shot? Been forever since I watched this show and I can't remember the episodes all that well.

Well I don't think Sam would be the same kind of deputy that Josh was, but I think half the battle in picking someone is selecting someone you trust and understand.
And yes, Josh was a prick in the transition episode, but he was paying for severe lack of sleep at this point

josh is a real asshole in the entire "Transition" episode. He really needed Leo to set him straight like in the first clip. But I agree with the other posts: Sam should be President. But I have difficulties seeing Sam as the same kind of guard dog like Josh was to Leo. He doesn't seem as cut throat as Josh.
