I have the exact same laptop as you with the exact same problem. Only difference is, pluggin any USB device in whilst in the BIOS crashes it. Does yours do that, or only a USB mouse?
Yeah well. HP laptops suck. I had one myself and the gpu fried itself (no overclocking, no intense gaming) and hp won't even answer an email until I pay them. If you look for the problem (NVidea 8600m GS overheating) 100's of people had the same problem and weren't helped by hp. Next time buy a Dell. I have one and it too failed (albeit on a smaller scale => busted fan) but Dell replaced it without questions, free of charge and even without me having any warranty left.
And if that's the case (the high-end graphics card problem...), then it was HP's fault for not picking up the incompatibility, but it's ultimately ATI's fault for such driver incompatibilities.
That seems like an incompatibility issue with the intel motherboard and ATI graphics card.
Have you tried doing a full restart using battery power ONLY, THEN plug your mouse in while still on battery power? (Basically, my point is, try using the mouse with the ATI graphics disabled. Use use the lower-end intel graphics only.) If I am correct, then I think you might want to use an nVidia graphics card for your high-end graphics switch.
