One of the late John Barry's more surprising mid-1960s credits was for a low-budget short film by a promising young director named Ridley Scott. He had shot the film silently on 16mm when still a student at the Royal College of Art, and three years later he managed to raise funds from the BFI to assemble a soundtrack. He approached Barry for permission to use a recording named 'Onward Christian Spacemen', which proved to be unaffordable - but Barry was so impressed by Scott's work that he recorded a new version especially for the film. Many of the scenes are of West Hartlepool including the West Harbour and piers, Church Street, South Durham Steel and Iron ... Ridley Scott knew the scenic qualities of the town as he studied at West Hartlepool College of Art.

I'd say the repositioning of the wheel is within artistic licence. Great clip, you feel like you're really out on your bike on a nippy morning.
