Cruise ships don't go 40 mph. Most top out at 25. Most USN ships won't hit 40.

That was 40knts relative. The ship can easily go 25-30 knts plus another 10-15 knts of wind across the bow.

With the ship movign roughly 40mph and the helicopter maintaining a hover relative to the ship, its the same thing as the helicopter moving at 40mph. With the extra wind across the blades, it requires less power and you have a greater margin of safety.
