Employees of Los Angeles Animal Services present their "no confidence" petition to City Council September 9, 2008. The head of the Union and a few employees talk about their problems with Ed Boks the Director. They ask for him to be fired. They presented this to Mayor Antonio Villaraigosa in March but he refused to do anything. Councilmember Zine states he will make a motion in the Personnel Committee to fully investigate the matter. Sorry, I missed first sentence of first speaker. He introduced himself as legal consul for the union then asked employees to stand up. Full video can be seen at lacity.org

I received permission to post this public video of a public meeting.
It was the employees who were complaining about the Director at this meeting. This is the personnel meeting.
LA has more money per capita for animals than almost any other city in the nation. Budget was $22,000,0000, actually $32,000,000 with pensions and such. That's $5.70/capita. I don't feel it's a money issue.
I don't place the blame for all of the failures of the Department on the Director Ed Boks. But, he is the Director. He made some poor choices which contributed to the problems.

rescues will never be happy with anyone is elected in ed boks position. Unfortunately the lack of funds has a lot to do with it and cant be blamed on one person.
