It's more of what Garuda represents as a symbol; a fast and violent force. In the Mahabharata, whenever someone deals a severe beatdown on someone else, he's usually likened to Garuda swooping down on snakes. I'd say it's a fair comparison to Lucifer.

I finally beat him by quipping pierce, physic jump and doubleshadow and by using deathbound over and over again. But even so I just barely won

On Devil Survivor Overclocked, I'm working on a Lvl 99 Jack Frost. It has Megidolaon, Samaerearm, Drain, and Victory Cry. So yeah, I think Lucifer could lose to a Jack Frost.
