I'd like to present an alternative perspective for the portion starting at 2:33, when they talk about synchronizing the clocks:
I read a book about the Death Penalty in Britain (when they still had one). The Brits never did have a hot-line to the death chamber, or anywhere else in the prison. The reason: Everyone who had anything to do with the execution knew exactly when it was scheduled to happen, and it was their responsibility to call the prison in time.
