I can't run in to the legendary skill tutor for the life of me is there something besides destroying all the geo blocks on floor 10 or do i just have bad luck?

No they fall under the legendary status that you can't get unless you are in the Chara-World, the first one is called Big Wave (in english) while the second one is called No Way Out.
