It is an all LED light bar. There is, however, a single strobe on the light bar.
That strobe is the opticom. If you are not familiar with the system, it is a strobe that triggers the traffic lights to signal the right of way in the direction the apparatus is travelling.
There are two other LED light bars on the roof that, in this video, are out of service. They are on either side of the top of the cab.
