Yes he was. He had the Dark Mark as he needed to to get into the Tower to murder Dumbledore. Therefore he WAS a Death Eater.

By the locs of statistics, only 1 person here would not join the dark side, therefor we can surely rest assured that the bad guys will win, again. >:]

yes, but narcissa went to the meetings that only death eaters could go to. Follows such as greyback were not allowed to go to them because they did not have the dark mark. It is true that she may not have it, but it is much more likely that she it especially since she was part of the inner circle, all of which had the dark mark. I belive people in the outer circle may not have the dark mark(like greyback)
