As a volunteer firefighter myself I know what chaos is no one should ever down grade a FD for doing the best they could with what they knew you can never prepare for that situation.

ICS is great in theory, but lets look at the facts. In most major incidents ICS seems to go out the window. The bottom line is, you can plan for things all you want. Unfortunately, when SHTF, the last thing you think about is an independent study FEMA class. There's no fighting human nature shy of the Military. No one is in the position to criticize the AFD on this response. All hell broke loose, they managed as best they could. Much respect Brothers.
