I don't know if all netherland clubs is in PES 2000 but it is one of the league that is licensed I think. I has PSV/Ajax/Willem II FC Volendam, Utrecht, Roda JC, Sparta Rotterdam, NAC Breda, N.E.C. Nijmegen, Almelo, groningen, graafschap, den haag, feyenoord, AZ, SC Heerenveen

Yes you can edit and transfer players. I never play PES 2008 so I did not know if it is already there. But in PES 2009 yes you can edit/transfer player
