The Government addresses junkies directly, as they often did in the 80s. But in this case it's not to tell them not to take heroin anymore. In fact, the whole premise is based on the assumption that, screw it, you're going to do it anyway, so it doesn't even bother reminding you that it's a really dumb thing to do.

But, they say, if you do insist on injecting shit directly into your veins, at least try not to get AIDS from it, you freaking junkie morons GOD DAMN IT.

Excellently directed by Jon Amiel of the Singing Detective and a lot of dumb films like Entrapment and The Core (and the recent Creation, which is his first genuinely good film for a long while). 1988-odd.
