@Leanneldok21 It has many meanings, you would have to see ALL of the dog's body language, not just it's face. It can be a CALMING behavior, like it's trying to show calming signals to another dog, or even try to relax itself, but it does not mean the dog IS relaxed.

Often submissive dogs will licks their lips when greeting to show that it is submissive and will do no harm, so once again,it's kind of like a calming signal.

Panting can be a sign of anxiety, so... Just because their mouth is open doesn't mean that a dog should be approached. I liked the part about not teasing a tied dog. You should only tease untied dogs!
