City generation enhanced with streaming so that limitless cities can be squeezed into a limited amount of memory. The city is loaded in around wherever the mouse is.

Just to clear up some misunderstandings people have had:
- If you go back to the same place in the city you get exactly the same buildings every time
- The design of the city is just a test, this system supports a full detail in every single building, I just haven't added that yet!
