Ok can someone explain which came first, Osu! or elite beat agents?

Osu (Japanese version) came first - EBA is the English version of the game.

Actually, "Elite Beat Agents" was the Western release of "Osu! Tatakae! Ouendan!" Since the PC game is called "osu!", it's probably more accurate to say that it was meant to be like Ouendan. <_<
