In truth there really is no reason why the pavement couldn't be widened and made into a proper segregated cycle lane, there is after all plenty of space.
Having to share a relatively narrow road with morons like those shown here is not nice especially when theres a 'target.....' sorry 'limit' of 50mph!

@ThaBossKyle See Fuzz's point on riding on the pavement (sidewalk to you, pavement is what we call it in the UK) is illegal. Additionally, that has nothing to do with the bad driving shown in this video clip. There's no excuse for such bad driving - it's up to the overtaker to do so well and carefully, and those overtakes were both dangerous and very careless.
You can google the UK highway code rule 163 - there's a picture there showing how good drivers do it.
