Released in 21st October 1955, this is the last Casper cartoon with the original "Casper the Friendly Ghost" theme by Jerry Livingston and Mack David. Casper cartoons released after this use a new theme by Winston Sharples (which is what you hear here).

Dear Postalmeter, The reason why this country is going to hell..is because of the misuse of our medicare and social security funds,the rich getting richer and not being taxed..so those funds could go to those less fortunate,people not being able to get work and the biased,corrupt and stupid repubs unjustly knocking the president.
