What I mean by slow is that there is more dialogue than action in the first act. Come on bro, read between the lines.
I personally love how Jean comes in and kicks her out like a useless whore.

When is it slow? It starts off with the (gorgeous) hooker and then Jean-Hughes Anglade shows up and throws her into the corridor. Thought that was a pretty good start myself!

Streets in Paris empty like this? Most of it must have been filmed on an early sunday morning! :-)
Btw, this opening scene is displayed in the movie museum in New York as an example for the use of music in movies.
