very amateur, terrible acting, with totally flat story. How did this win an award?

By a system of points or marks. These are given out for various criteria decided on by the teacher. Some examples might be: amateurism, acting, and story-flatness.
The points or marks are then added together to get a total. This total is then compared with the totals from all the other students in the class. Highest total wins.
