I agree that it could be about bullying, but I also think it's about no one believing the protagonist that its occuring, cuz, like, maybe the bully in question is in a position of power or appears sweet and innocent? or maybe the person being bullied is not (for some reason) a credible witness?
i dunno... anyway its about the protagonist getting stronger with time and overcoming it all...
