EUobserver / Brussels (23rd October 2011) - For the first time in EU history, EU leaders have split one summit into two. In the first half, on Sunday 23 October, no substance or fact was presented. Technical details are expected in the second half, according to French president Nicolas Sarkozy and german chancellor Angela Mekel.
