Lets look at what Cao Pi's capable of w/o the Dragon Arms (DA), & sticking w/ his 4th weapon:
Tiger Amulet, Green Scroll, Wind Scroll, & True Way of Musou (Mus), would all seem to be items that must be included for maximization. Lets consider the Way of Mus for the last slot first.
This undoubtedly gives him the best offense as a Mus offense, like most of the other chars in the game. But along w/ this increased offense, there's much more error in his filling methods, w/ C5 often being the only method. Having a long Mus w/ only a Fill20 increase makes it quite challenging to consistently fill w/ his C5. Consider the minimum crowd size needed to fill his long Mus w/ his C5, and this crowd size turns out to be considerably large. Now, his C5 w/ a Medium weapon doesn't have a very impressive execution time at all, & if you step up the crowd size or density enough, his C5 becomes quite risky to pull off. So w/o more Fill than 20, & a long Mus, there's a lot of risk involved w/ filling.
This is reason for choosing the Ginseng for the last slot in my latest Cao Pi video. What this does is make his Mus filling efforts a lot easier by increasing the range of crowd sizes that work well w/ his C5. The trade-off is a downgrade in Mus offense, & if you think about it, this trade-off is well worth it because (bc) even w/ a long True Mus, his offense isn't strong enough to KO a generic. Normally, even though there is still more dmg being dealt, the call to which setup is better is determined by the char's ability to deliver an offense w/o a Mus, but his non-mus methods aren't as promising as others like Zhao Yun, Guan Ping, or Lu Bu for example. So this almost strictly means that Cao Pi, Way of Mus or not, still has a 2-Mus offense, which is another argument for equipping the Ginseng instead of the Way of Mus.
Equipping the DA greatly enhances his filling ability, and his overall offense.
Here's what the DA allows him to do.
- As with all other chars w/ similar C1's, he can now execute C1 with less safety distance required, bc recovery time can be canceled. To make this even better, Cao Pi's walking speed is relatively fast. This is almost always a significant advantage bc these C1 orbs make subsequent charge attacks much safer to execute - in this case his C5. So this concept alone, has already enhanced his filling ability, which was described as a challenge above, when attempting C5 in thick crowds.
- So now C1 execution has pretty much no limitations, which leads to a much more promising C5 execution. An advantageous side effect of this abusable combo is the fact that when his C1 is timed properly, he'll always have an 84% chance of freezing officers. More on that later.
- Obviously, the DA will allow him to cancel his C5 recovery time, which is pretty long, so if he doesn't have a filled Mus he can try again. But what the DA also does after his C5, is allow him to ALWAYS go through with his C5 post Ice Orb (SSSSTS), bc there's now no risk from the recovery time of that Ice Orb. After this, he can attempt further Mus filling with his Jump Charge (JC). It is best to execute only two slashes of this JC. This way, his JC is guaranteed a safe landing bc of the timing of his Ice Orb explosion.
Concluding all the notes, there is now a tremendous amount of versatility for Cao Pi, bc he can now consistently deal dmg while filling Mus at the same time, bc w/ the DA, there really isn't a way to guarantee that officers won't be blocking when attempting his C5. But now, since C1 can consistently be used before his C5, the combo should be timed so that officers can't block it.
W/ this new consistency in freezing & dealing dmg at the same time, he can execute his Mus & defeat both generics & playables regardless of the point in this process where his Mus actually fills. How?
1) If he already has a filled Mus, then he should execute it whenever Ice is successful, & if you've understood all the notes above, Cao Pi has three chances of freezing, & he only needs one of them to be successful. This essentially means a consistent 94% percent chance to freeze (feel free to ask how). So he can execute Mus at any of these three junctions depending on both when the officer is frozen, & when his Mus is full.
2) If after all this dmg w/ this combo, he either still doesn't have a filled Mus, or if the officer isn't frozen, then during all that Mus filling phase, enough dmg has been dealt, for him to be able to defeat officers in 1 regular Mus w/ normal attacks preceding.
This is the true beauty in this optimization, bc now, he has a consistent way to fill Mus, & this way deals dmg at the same time. The result is an offense that will KO generics and playables, in a fast & fluid combo.

what kind of question is that? isn't the answer obvious?
So many of my videos show gameplay without 4th weapons, and obvious gameplay without the Musou Rage. At least 70% of most my videos has got to be non Musou Rage gameplay.
So Im not sure if Im misunderstanding your question. Because my videos don't all show 100% Musou Rage gameplay, and not even one of my videos even comes close to that.
