@Serbitus You have to own a few properties and do some of those missions, check GameFaqs, you can find walkthroughs there.

That suit, the "Mr. Vercetti" suit, becomes available once you have completed the private dance show that's offered at the Pole Position Club.

That place is located about one block north of the entrance to the Pole Position Club. Just follow the road north and keep your eyes open.
