At this year's 7th Disability Pride Celebration, the Honourable David C. Onley, Lieutenant Governor of Ontario spoke of how sometimes "disability" and "handicap" are used interchangeably. Onley believes that this creates misunderstanding and barriers. Disability is a condition with which a person learns to cope, but s/he lives and participates in life nevertheless. A handicap is a barrier that is imposed from outside of that person by others. If a person attends a higher education institution which isn't accessible, a handicap is imposed on that person. So it is the attitudes and policies and physical plant which creates barriers to full inclusion. These are handicaps from the outside.
