Don't assume that it's orphaned. The mother might be not too far away.

You can still call Animal Control, to be on the safe side. They might do a search of the area for other raccoons and take them all away. :)

next time you see this, PLEASE contact your local rehabber. This baby surely was killed or starved to death for it had lost it's mother, most likely the mother died/was killed. It is much to young to survive on its own, it would be like leaving a 3 year old human on its own to survive, it is not equipped.

Yes, it sees you as its mother. Baby raccoon die quickly of rabies, within 2 weeks of contraction. This behavior is most definately not rabies.

i was at my dads house and a raccon was in ar epool and we pulled it out it folowed me evreywhere and we kept it it 1 year old now!
