best to get someone there to buy it for you and send it. It'll be definitely scrutinised by customs so be prepared to answer their silly questions when it comes in :)
Other option is to find a mate who's going to MRU and get them to get it.
If you want a real goat skin ravanne, AND the best, you should definitely try to get one from Michel Legris. You'll need contacts but the man makes genuine ravannes.

you can't...best you can do is buy in mauritius (made from goat skin) and import it. Be warned though. You will get it quarantined for around 8 weeks for tests and it'll cost you about $80 pay for it to get it back
You can buy a synthetic one from Mauritius without too much problems
