I think this is because Japanese culture is introverted and a lot of people have repressed feelings that make them behave like this. So I think to address the problem you need to address the root of the problem which is people being shy. The city should hire clowns or entertainers to dance around near the train stations for something to people to look at while they wait for their train and release maybe some of the tension that is built up.
