-textmode -nosound -noipx -novid -nopreload -nojoy -sw -maxplayers 2 +sv_lan 1 +map "itemtest"
Copy and paste that into your Set Launch Options and when you run TF2 it will create a textmode listen server to idle in. It's all automatic, no need to look up or join a server or anything; just launch TF2 and leave it.
