A Zener diode has a brake down voltage that is very precision and they are generally low wattage devices. Varistors are also designed to brake down at a certain voltage but they are high wattage devices designed to short out and blow your fuse in the event of a power spike. Aside from having a higher wattage than zener diodes I don't know if they make any varistors that are as precision as zener diodes. I have seen many TVs come in my shop where the varistors failed to protect.

I have a D5002 bridge rectifier in a power supply on a 04' Sony RPTV Im working on that is supposed to produce +22v and -22v and on the -22v side I am getting about double the voltage (45.1v) and I have a 5A pico fuse that keeps blowing. I am replacing convergence IC's, and the 5a fuse is part of the -22v IC circuit. The +22v circuit is fine. Any ideas?

@theciskokidd I find your descriptions hard to follow but it sounds as though your measuring from the wrong ground.
