Perhaps the title isn't the best possible one...

It's a conspiracy hidden by GTVA Command. Truth of the matter is, Shivans could communicate. But they only used the accumulated storage of memes(ETAK could merely convert them to 1337-5p34k) that they learned from the GTA wide web.

Obviously neither GTA or PVE wanted this information to get to the troops, since the lobbyists had long since foreseen that the TV-war was about to end and needed a new enemy to fight.
