Only if the pipe was made of fiberglass. You can make almost anything that can be made of fiberglass with this method. It's not melted, the fibers give it strength, it would be treated with a resin (like a glue that hardens) to hold it all together and make it strong.

They use helical filament winding similar to what is shown here to make the fiberglass/carbon composite fuselages for the Beechcraft Premier I.
