When the Census data was published, we found that the county grew by an average of 25% while five tracks inside the city dropped by about the same percent, as the total population of the county remained the same. To what do you attribute the shift, and what do you propose to do to reverse this trend? How do you stop the folks from leaving South Bend and going to live in the county?
