What about generating electricity with: solar, wind, hydro, etc...?
What about closing the facility and building a recycling plant and giving former incinerator workers first crack at the jobs?
Even better, why not recycle everything torn down to build that plant right there and give them a chance to take out their frustrations on their former workplace AND get paid for it!
Takes just a little more thinking to see the alternatives!
I did not know steam has ever been completely contained. How can you call the incinerator a non efficient way to make energy? How does it differ from the coal power plants? I just think with the amount of people out of work in detroit that closing a pre-existing place that employs people is not the smartest thing to do at the moment.
