I think he was laughing more at the cleverness of the operation and the impact it had, rather than the actual deaths that occurred. Also, while yes it is tragic that these people had to die, if it prevents the soviets from funding proxy wars (1981? was the invasion of Afghanistan underway?), and is beneficial in the long run. Those who were unfortunate enough to be there when the explosion happened were fewer in number than those that were likely saved in the long run.

I also smiled as Newt Gingrich described the brilliance of this covert operation. I love America. I love the U.S. military. I love the Catholic Church. I love all things that are great and noble. I am not impressed by people who, duped by political bias, political correctness, and moral relevance, do not smile when they hear of this event which may have saved American lives by destroying Soviet property. Ronald Reagan, one of the greatest leaders ever, an empty old man? Wow.
