The coyote could have had pups in the area - and was trying to lure/scare the cougar away from them.

It is very likely that this outcome was due to the proximity of humans. Coyotes have an innate fear of cougars; so much so that some public areas play cougar vocalizations to keep nuisance coyotes away.

the cougar was clearly not to concerned about the coyote, it had other things toworry about...the coyote just remained on the road barking...we all know what would happen if the coyote really pissed off the cougar.
