You won't see the best of my monster megapolis in this video, i ll save this for later ! But i can tell you that 95 % of all my C and R zones are TOPs, and i still have 20% of the landscape free for more zones...
Man this one gonna be huge !!!!!!!

How did you start? I used the Detriot map as a test:  First I cheated with gifts and rebuilt the city at the corner. Even with the gifts, some squares just won't go TOP... Is water essential? Can you repeat this with the Freeland map?

which map you use makes no defference, gifts are good to raise land value ( top zones are directly link to the value of land ) but it more complicated to spread the land value everywhere, police coverage, road (rails), parks,etc matters too, this city is not done yet, (no more time to put on it and i got bored) so if you want the same result you will need time, patience and patience and patience

last time i played on this city i was in year 5191 and 1 450 000 + inhabitants

410000 is all can get. I dropped my taxes to 0% and eliminated crime from my voice complaints. They still complain of pollution and housing cost, but nothing else.
