BLOWER DOOR TEST or the determination of air permeability of buildings test: fan pressurization method.

In Ireland air pressure testing should be carried out on new dwellings where the work commences or takes place, as the case may be, on or after 1 July 2009. Air permeability Pressure testing for a dwelling is carried out using the blower door test. A variable speed blower/fan is inserted into a sealed aperture usually fitted to the front door. The intended ventilation openings (i.e. windows / wall vents) are closed but not sealed and extractor fans and chimneys are sealed. A performance level of 10m3/(h.m2) represents a reasonable upper limit for air permeability. Here's a video on how the procedure is carried out.
