are you sure this is before the game trilogy, cos i saw another cinematic on halo wars, where forge kill arbiter? shouldn't arbiter be alive and a m8 of master chief?

Actually, if you remember the cutscene from Halo 2, there have been many different Arbiters before the one that befrieded MC. Arbiters were basically the Prophets personal soldiers, often sent on suicide missions for them. So no, Forge killed the Arbiter, before the Arbiter you were referring too.
