Please correct me if wrong. The ferry is guided by tracks under the water. The ferry is also moved by use of a string under the water to pull it into place. No power is running under the water. Just a string. The guide poles at each end help the ferry to line up with the dock aprons and the RR tracks. The ferry has no power to its rails and should use a idler car to unload the ferry. This car would be part of the train picking up from the ferry or could be a flat car left at the dock side.

If you pause it at 0:37, you can see the tracks that the carfloat are riding on. The tug is just along for the ride, like the cars.
